Near-term spending is the useful test for the plan

Type 83 and Type 45 decisions extend across several elections, making spending in the next six to twelve months a firmer test of government intent.

Notes

The Defence Investment Plan mixes near-term spending with promises that extend beyond the current Type 26 build cycle. Type 83 orders and Type 45 retirement decisions will fall to later parliaments and possibly different governments. Several elections separate the announcement from those choices. Spending during the next six to twelve months therefore provides a firmer test of intent than a ten-year platform promise.
