A fleet reflects what both government and population are prepared to support. If the public opposes a navy, or never receives a convincing explanation of its purpose, government backing is unlikely to survive. Popular support alone may keep a navy in existence, but without effective government commitment the force cannot reach its full potential. Durable naval power therefore requires political leadership and public understanding at the same time. Technology, procurement, and diplomacy all rest on that support over the long term.
