After the First World War, the Navy had more captains than suitable sea commands and sent King to teach at the Naval Postgraduate School. He joined Captains Knox and Pye in producing a report on naval training that appeared in Proceedings. Its recommendations influenced Bureau of Navigation policy only marginally and otherwise went largely unimplemented. The report's limited effect demonstrated that a sound professional proposal could still fail without support from personnel structures and senior sponsors.
