Why advocacy does not guarantee strategic command

Advancing a force-design theory requires different abilities from balancing competing capabilities in strategic command.

Notes

Influence as a naval theorist does not establish fitness for strategic command. Mahan's naval service is assessed as ordinary, while Corbett never held the command position that would permit a direct comparison. Admiral Henderson presents a different problem because he put his ideas into practice through the Royal Navy's interwar building programme. His death before the Second World War prevented wartime command from providing a full assessment.
