Naval spending does not guarantee effective tonnage

A comparison of British and French budgets shows similar annual spending producing very different fleet tonnage and institutional results.

Notes

The campaign's British and French naval accounts look surprisingly similar while France is losing ground. France spends slightly more each year and retains substantial unspent naval funds, yet its fleet totals only about one million tons. Britain's fleet is roughly four times larger, while French naval prestige and power ratings have collapsed. Headline budgets alone do not reveal how effectively a navy converts money into usable force.
