Naval administration had shortcomings, yet it had already learned to sustain fragile, engine-dependent craft at distant stations. The RNAS adapted contracting and maintenance practices used for motor torpedo boats and other small craft, including fuel, engines, mechanics, and spare parts. That experience made a worldwide aviation supply chain familiar to the Navy. A retained naval service could build on an existing logistical method instead of depending entirely on a newly organized Air Ministry.
