Why naval institutions decided the civil war

Congress’s control of trained naval families, experienced officers, dispersed facilities, maritime movement, and nitrate revenue gave it advantages Balmaceda could not quickly reproduce.

Notes

Congress gained a decisive advantage when it secured the navy and the systems supporting it. Experienced officers and crews could not be replaced as quickly as army personnel because running a warship demanded specialized knowledge and practice. Naval facilities were dispersed around Chile, making the institution harder for the central government to seize or recreate from one location. Control of the fleet also connected Congress to the nitrate regions and their tax revenue, combining mobility, professional skill, and finance. Those advantages helped force Balmaceda’s defeat and his suicide in the Argentine embassy after his term’s scheduled end. The civil war still killed an estimated 5,000 to 10,000 people in a population of about 2.5 million.
