Equal fuel quality does not equalize naval logistics

Geography, tanker losses, storage, and interservice allocation continue to decide who can move fuel to the fleet.

Question

If fuel quality and supply were equal, which Second World War navies would still suffer logistics problems?

Short answer

The same navies with difficult geography, tanker shortages, weak distribution, or unfavorable interservice allocation - especially Japan and Germany.

Notes

Giving every navy equal fuel quality and theoretical supply leaves the harder distribution problem untouched. Japan still has long routes and vulnerable tankers, while Germany still allocates fuel behind other services. Britain benefits from deep storage and a broad transport system that can absorb delayed deliveries. The Italian threat in the Mediterranean also mattered because it consumed fast tankers that could otherwise support Atlantic convoys or a Far Eastern deployment.
