Separate a navy's capability from how government uses it

The closing comparison asks whether modern navies are organizationally ineffective or merely constrained and misused by the governments that fund and direct them.

Notes

The Russian case becomes a comparative test for French, Spanish, Italian, Swedish, Norwegian, Japanese, South African, Indian, and other navies. Britain and the United States are set aside because their funding relationships make the basic point unusually obvious. A fleet may possess useful ships and people yet appear ineffective when government policy fails to fund, task, or employ it coherently. The South African Navy is offered as an especially interesting case for separating the quality of a force from the way political leadership uses it.
