Chapter ยท 8:34-14:11

Naval diplomacy as maritime interaction

A broad definition treats maritime activity short of war, from presence and patrols to fisheries protection, as communication of national interests.

Notes

The narrow definition treats naval diplomacy as direct communication by maritime actors. The broader definition used here covers almost everything short of war in maritime space. War as a continuation of diplomacy is raised and then set aside so the discussion can stay with activity before conflict. Because the sea is international space, movements, patrols, and claimed interests communicate with other states. Fisheries protection, for example, also asserts interest in and responsibility for a maritime area. A mission can therefore carry diplomatic meaning beyond its official label.
