Chapter · 3:10:49-3:12:49

Naval diplomacy as conflict management

The closing argument is that naval diplomacy helps states keep talking and can make war less likely when it is backed by sustained investment and relationships.

Notes

War studies uses history to prepare for the future rather than pretending to predict it. Communication, relationships, and credible naval presence can reduce the likelihood that a crisis becomes violence. This does not guarantee peace because states can still misjudge one another or choose conflict. Diplomacy therefore needs real ships, people, and sustained engagement behind its public signals.
