A naval game would be more realistic if the player could issue broad tactical instructions, such as holding range or closing with the enemy, and let subordinate control execute them. A captain cannot personally direct every detail because officers and other personnel run separate portions of the ship's fight. Delegation preserves the captain's attention for positioning the vessel and understanding the engagement as a whole. An admiral operates one level higher, arranging the entire force so that individual ships and formations contribute to the desired fleet result.

Why naval commanders delegate battle control
A gameplay discussion becomes a useful comparison between delegated ship handling, a captain's tactical overview, and an admiral's fleet-wide command problem.
