Naval aircraft requirements reached manufacturers through several layers of institutional translation. A senior naval aviation commander sent proposed requirements to the Admiralty, which reformulated them before forwarding them to the Air Ministry. That ministry passed its own wording to company liaisons, usually for discussion with company directors rather than engineers. Replies then had to travel back through the same chain. Treasury and Cabinet involvement added further political decisions to a process already crossing two services.
