Victory does not prevent wars inside the empire

Finland, Poland, Ukraine, and other national movements still resist Russification, creating internal wars and foreign-backed insurgencies.

Notes

The surviving regime is expected to resume Russification and answer separatism with police and military coercion rather than broad political reform. Finland is the most likely early flashpoint, but Poland, Ukraine, and newly acquired German territory also contain armed populations with strong national claims. Britain and other powers might avoid openly announcing aid while allowing money, matériel, volunteers, or deniable support to reach resistance movements. The later use of international volunteers shows how states could obscure direct participation. Victory in the world war could therefore leave Russia fighting several internal or borderland wars almost immediately afterward.
