Nation-building shaped Austro-Hungarian sea power

Austria-Hungary's naval weakness reflected not only Adriatic geography but a multinational state still struggling to create durable political cohesion.

Notes

Austria-Hungary's naval predicament extended beyond the map of the Adriatic. The empire remained constitutionally, nationally, and culturally unsettled, and its foreign policy reflected the difficulty of forging a coherent state. Italy and Germany were also comparatively new national projects, but their unifying wars had temporarily concentrated political power in ways Austria-Hungary had not replicated. Naval policy depended on political institutions capable of funding, legitimating, and sustaining sea power over time.
