The missed opportunity to land troops at Narvik

The naval victory created a fleeting opportunity that could not be exploited because the force lacked troops ready to land immediately.

Notes

After Cossack and the other ships suppressed the German force, the absence of troops ready to land left the naval victory without immediate support ashore. Embarked troops might have driven the Germans out of Narvik before they could recover. The claim is explicitly counterfactual, but it shows the operational difference between winning access with naval gunfire and possessing land forces able to exploit that access. Amphibious timing can determine whether a tactical naval success changes a campaign.
