The Darnah bombardment showed the cost of Vian's initiative

Vian took HMS Naiad and two destroyers close to Darnah for an unauthorized bombardment, drawing hours of air attack and Cunningham's qualified acknowledgment of a possible morale benefit.

Notes

Ordered to observe Darnah after an unsuccessful interception, Vian reasoned that being sighted would bring air attack whether or not he struck first. His force opened fire at about 6,500 yards, hitting a merchant ship and buildings behind it, then turned seaward at 4,000 yards. Bombing and torpedo attacks followed for several hours, causing only minor damage to Naiad. Cunningham's report acknowledged a possible morale benefit while noting that the bombardment had not been ordered. Senior commanders valued Vian's initiative and still had to manage the risks it created.
