Nagumo took Kisaragi to the Japanese intervention in Siberia, gaining operational experience while still a lieutenant. Naval War College study then deepened his expertise in destroyer and torpedo tactics designed to wear down a stronger approaching fleet. Command of the nearly new Momi showed that the navy trusted him to work up modern ships and solve their early problems. Momi's Kanpon turbines and boilers gave him experience of Japanese machinery as domestic industry expanded its ability to equip destroyers.
