Chapter · 16:42-17:19

Nagano's performance under cultural constraints

Nagano worked hard within a system constrained by its institutional culture and outlook, but those limits did not erase his responsibility.

Notes

The final verdict credits Nagano and the other Japanese chiefs of staff with doing the best they could with the hand they were dealt. Their omissions still had consequences, especially where service culture and established thinking discouraged necessary change. Personal effort could not make those institutional failures harmless. Nagano remained responsible for the organisation he led.
