Mutual distrust blocks organizational reform

The Goa'uld fail to exploit practical redesigns because their command system trusts neither non-Goa'uld specialists nor rival Goa'uld enough to build durable institutions.

Notes

The proposed modular ship uses technology the Goa'uld already possess, so engineering capability alone does not explain why they fail to adopt it. Their rulers distrust non-Goa'uld subordinates, yet also distrust one another and fear any capable lesser lord. That double suspicion prevents the stable teams, delegated authority, and organizational loyalty needed to sustain reform. The fleet's design failures are therefore symptoms of a political system that has never made useful institutions dependent on and invested in the ruler.
