Morocco's sultan and unequal state capacity

The sultan's youth, weak advisory network, and limited control of resources made Moroccan sovereignty difficult to defend against stronger states and domestic rivals.

Notes

Morocco's ruler should not be judged as though he possessed the institutions and resources of the powers pressuring him. The sultan came to power young, lacked reliable preparation and advisers, and could not marshal state resources on the same scale as European governments. He also faced unreliable support within his own family and eventually lost the throne to his brother. These constraints restore Moroccan agency to a story otherwise dominated by European diplomatic maneuvering.
