More carriers create safer command arrangements off Norway

Courageous surviving and newer carriers arriving earlier would put multiple flight decks under a dedicated carrier commander during the Norwegian campaign.

Notes

An extra carrier group could not by itself prevent Norway's fall, but it would expand air support and make the isolation of Glorious much less likely. With several carriers present, a rear admiral responsible for their collective employment would sit between individual captains and higher fleet command. Henderson and Fisher's political experience also makes it harder for Churchill to impose an informal mission that bypasses normal naval scrutiny. The counterfactual changes command safeguards and available choices rather than making carriers invulnerable or guaranteeing victory ashore.
