Momi's quoted standard displacement of 864 tons is compared with roughly 1,400 tons for Minekaze. The smaller ship carried three 4.7-inch guns and two twin 21-inch torpedo mounts, against four guns and three twin mounts on the larger design. Both are assigned crews of 148 in this comparison, so the smaller hull offered no stated saving in manpower. Their builders belonged to a comparable tier of shipyards capable of constructing either size. The objection is that Japan accepted reduced fighting power without gaining a clear saving in crew or access to otherwise unusable building capacity.
