A modular fleet would still argue over which payloads to buy each year and whether it had ordered the right mix. Moving Sea Ceptor modules onto a Type 45 could leave Type 23s without enough air-defence missiles. The navy could respond by manufacturing more modules or converting older Sea Wolf modules. Both remedies depend on how quickly the work can be done. Interchangeability provides choices, but it does not supply an unlimited stock of weapons.

A shared module pool still needs enough weapons
Moving Sea Ceptors between classes can relocate a shortage, leaving production and conversion rates to determine how quickly the fleet can recover.
