Traditional institutions and language could provide a veneer of legitimacy for modern expansion. The label "feudal" remains useful as a question, but it does not fully describe either society or the war. German officers arrived with prestige earned from recent European victories, yet many also carried rigid class and racial hierarchies into their assessments of East Asian forces. Reports that compare a provincial setting abroad with the best institutions of a European capital can therefore distort as much as they reveal, making contemporary adviser accounts evidence that must be read critically.
