The vast majority of Royal Navy destroyers available in 1939 were mobilised from reserve, showing that an effective structure can retain complex equipment. A small regular core could maintain equipment, train reservist crews, and manage activation protocols. An expanded reserve would also bring civilian experience and additional viewpoints into the services. Even a call-up measured in weeks could add usable capacity and signal national resolve before combat.
