Compare forces by mission before ranking them

A claim that one ship or force is better becomes meaningful only after defining the mission, circumstances, and values used to judge success.

Notes

Any universal ranking of two different systems assumes that they share a purpose and a measure of success. A comparison becomes useful only when the systems perform the same job under comparable circumstances or when the analyst states the values being assigned to their missions. Battleship and capital-ship debates are entertaining, but raw power alone says little about whether a design meets its intended purpose. The science-fiction capital-ship comparison first judges each vessel within its own setting. The method turns a simple ranking exercise into an analysis of requirements, context, and operational utility.
