Personal rapport and disagreement in talks with Milosevic

Holbrooke's memoir connects informal bargaining with Milosevic's changing manner and a dispute over his Kosovo speech.

Notes

Holbrooke recalls a long meeting at a former Tito hunting lodge, with meals, drinking and literary exchanges accompanying the bargaining. He portrays Milosevic as able to switch rapidly between charm, anger and discussion of legal details. On a walk with General Clark, Milosevic recalled his business career and spoke about regional economic cooperation. His account of his own political past remained contested: he denied intending to inflame Serbian extremism with his 1989 Kosovo speech. Chris Hill defended Ambassador Zimmermann and challenged that denial, even as Milosevic acknowledged that refusing to meet the ambassador for a year had been a mistake.
