Which is more concerning: a military building combat power aggressively, or one investing in training, supply, and logistics?
Short answerTraining and logistics are the stronger warning because combat units that cannot be transported, supplied, and sustained have little operational reach.
NotesA large combat force has limited reach if it cannot move far or remain supplied. Training and logistics therefore give a more concerning indication of usable military power than weapons counts alone. Tank transporters provide the example: the comparison gives Britain roughly one transporter per tank, against about one for every four tanks in the other countries being compared. That difference changes how much of the force can be moved. A headline total of tanks leaves the transport requirement unexplained.
