Why the Medway raid came too early

The 1667 Medway raid was a grave shock, but it predates the institutional and financial foundations of sustained British sea control.

Notes

The argument is not that the raid was unimportant, but that Britain had not yet acquired the durable superiority it could later lose. Naval strength depended on regular funding, dockyard capacity, skilled people, and competent repair systems as well as ships. A dry dock had little value without trained workers able to return a ship to reliable service. Those foundations were still being built after the Dutch attack.
