Knowledge of Soviet interest in surface raiding left the allies with a planning problem. The threat could be a bluff, but the developing Soviet force made it practical enough to require preparation. A distant operation would not necessarily need a Kirov or Kiev. Other cruisers could reinforce submarines already operating overseas and use their helicopters for reconnaissance. Surface guns could also attack suitable targets with ammunition cheaper and easier to replenish than torpedoes or missiles.

A feasible Soviet raiding option creates a planning problem even when the allies cannot be certain it will be used.
