Gorshkov and Soviet ocean-going naval power

Kirov and Kiev entered service during Soviet naval expansion under Sergey Gorshkov.

Notes

Kirov was laid down in 1974, launched in 1977 and commissioned in 1980. Kiev followed a different timetable: laid down in 1970, launched in 1972 and commissioned in 1975. Both belong to the expansion of Soviet ocean-going capability associated with Sergey Gorshkov, who remained in office until 1985. He was willing to let others receive credit when their actions advanced his aims. One explanation for his political durability is his willingness to remain in his naval position without pursuing the highest political office.
