Material limits behind anti-convoy decisions

Hear a critique of explaining Royal Navy convoy hesitation through culture without first accounting for the immense escort shortage.

Notes

Norman Dixon's Psychology of Military Incompetence attributes the Admiralty's First World War resistance to convoys to a belief that the work was effeminate. The book has valuable sections, but this interpretation does not account for the scale of escort demand. The Royal Navy at one point had about three hundred destroyers and was ordering hundreds of sloops, yet still felt short of convoy escorts. Protecting widely scattered merchant routes demanded ships on a scale that cultural interpretation alone cannot explain. The passage is a useful lesson in testing a striking historiographical claim against force structure and resource constraints.
