Sea power protects cables, cargo, and people

The oceans carry resources, personnel, goods, and most intercontinental data, so naval strategy must protect the maritime system rather than only plan fleet engagements.

Notes

Oceans cover most of the planet and contain major natural resources. Subsea cables carry the overwhelming share of international data, including ordinary telephone and internet traffic that users may assume travels through space. Goods, personnel, material, and information all rely on maritime routes. Cold War plans still treated an amphibious ship as useful for only one sacrificial voyage to Norway, despite that global maritime dependence.
