Why Makarov's heroic reputation deserves scrutiny

Makarov restored activity at Port Arthur, but his predictable sortie and fatal return through unswept waters complicate the image of an outstanding innovator.

Notes

Makarov's technical ability and active command support his reputation as a capable officer, but his standing as an outstanding innovator is open to challenge. His squadron operated actively inside Port Arthur's shore defenses, a pattern that did not differ greatly from the response Stark had wanted to make. Makarov then charged toward Togo's stronger force through fog, turned back, and returned before the approach had been properly swept for mines. A more procedural commander could have confirmed the clearance or sent a smaller vessel ahead rather than risk an irreplaceable battleship and fleet commander. One proposed explanation for Makarov's heroic reputation is a desire to salvage a Russian naval hero without giving Rozhestvensky that role.
