Mahan's audience beyond the Navy

Mahan's influence came partly from explaining sea power to citizens and politicians who could fund a fleet but rarely saw its daily effects.

Notes

Naval officers need less persuasion about the value of sea power than the public, press, and political class do. A navy often proves its value through crises that do not occur and options that remain available, making its benefits less visible than schools, police, or health services. Each generation therefore has to be taught why maritime capability supports commerce, security, and freedom of action. Mahan's foundational importance includes giving the modern US Navy a persuasive public case for its existence alongside his influence on doctrine.
