During his PhD research, Dr. Alex Clarke found that the vast majority of congressional quotations he examined came from roughly the first tenth of Mahan's book. He corrects an initial claim of 'all' quotations to 'the vast majority' and says he does not recall seeing the chapter on political developments and naval strategy cited. This is a recollection of that search, with uncertainty about whether the same search facility remains available. It introduces a reading of the neglected chapter to show the connection between international politics and naval planning. The observation concerns the material he encountered, rather than a count of every congressional use of Mahan.

A recollection of selective Mahan quotation in Congress
Congressional quotations encountered during one research project clustered near the beginning of Mahan's book, with little remembered use of the naval-policy chapter.
