Why a navy needs persuasive communicators

Mahan could explain professional naval requirements to the audiences who controlled funding and political support.

Notes

Professional mastery does not automatically produce a persuasive public case. An instinctive officer may propose the right course but explain it only through an appeal to personal authority. That approach cannot reliably win over politicians who lack the experience needed to recognize the officer's judgment. Mahan was less gifted at command than Stephen B. Luce in this comparison, yet still competent and far better able to communicate the necessity of sea power. His explanatory skill gave the U.S. Navy a capability it needed alongside exceptional operational leadership.
