Mahan on preparation before a crisis

Mahan's 1890s writing on American sea power connects strategic choices to the long lead times of shipbuilding and national policy.

Notes

Military preparation must begin before an emergency because modern warships take years to complete. Even launching a fully armoured British battleship within a year of laying the keel left its battery and other essential work unfinished. Mahan argues that governments should choose a leading strategic purpose and fund its requirements coherently. Dividing money evenly among competing demands can leave every part of the force inadequate. Recognising the conditions leading toward war permits diplomacy before a crisis and an inflammatory press harden public attitudes.
