Losing the benchmark and choosing what to lead

Once a first navy loses its position as the standard of comparison, its wider status begins to erode, making the choice of which technologies to lead a strategic decision.

Notes

Benchmark status must be maintained because reputation rests partly on the expectation of continued technical leadership. A navy may remain numerically largest after losing that standing, but the first visible gap weakens its claim to primacy. Since leading in every field is impossible, the difficult question is which capabilities should define the comparison. That choice turns technical leadership into a strategic debate about national priorities instead of a search for the best individual ship.
