Longer debt terms in the repayment argument

A further debt-repayment explanation introduces partial write-offs and much longer loan terms.

Notes

Clarke returns to the debt dispute with a more specific explanation of the prolonged repayment schedule. He says some obligations were written off while others were restructured. In his account, instruments with terms around 20 years became obligations lasting 80 or 100 years, helping explain the date he recalls as 2005 or 2006. These are the terms and dates asserted in the exchange; no individual instrument is identified.
