The Londons were reaction cruisers and status ships

Speed, squadron service, and overseas prestige made the London subclass a rapid-response force as well as a visible symbol of British naval power.

Notes

The Londons were the speed-oriented or reaction variant of the County class. HMS London served as Admiral Max Horton's flagship in the First Cruiser Squadron, with Henry Harwood as flag captain, linking the design to a prestigious response formation. Overseas stations also needed a ship whose size and appearance could represent British power beside much larger modern capital ships. The Royal Navy had faced a similar status-versus-cost problem when developing second-class battleships for distant service. The subclass's small speed advantage suited squadron response work, while its size supported diplomatic presence without the cost of maintaining a capital ship abroad.
