Why local support decides an occupation

Malta's sieges underline that garrisons and weapons cannot substitute for the cooperation or resistance of local people.

Notes

An occupier without local support cannot rely on a strong garrison alone. Malta's sieges repeatedly show residents adding numbers, labour, information and persistence to formal military defence. Modern civilian communications, drones, tools and improvised weapons extend that argument without making civilians equivalent to trained soldiers. Professional training, discipline and firepower remain major advantages, but defenders also possess local knowledge, prepared positions and strong motivation. Those less measurable factors can upset an assessment based only on equipment inventories and troop counts. Populations are active participants in strategy rather than passive terrain.
