Building 128 light cruisers for global port defense

The campaign shifts from offensive capital ships to a large light-cruiser program intended to cover a sprawling empire and protect ports.

Notes

The campaign strategy seizes selected places and leaves the remainder for treaty settlements, which creates a large network of ports to protect. Earlier concentration on offensive capital ships has left too few vessels for local security. The response is an order for 128 light cruisers, with the goal of placing one at every British port where other navies might have only a destroyer. The number is deliberately excessive in game terms. Its force-structure logic is clear: a geographically dispersed maritime power needs many smaller hulls for presence and port defense.
