Light cruisers were the connective tissue between destroyers and heavier warships. Their speed and fighting power let them work with destroyers while still contributing beside capital ships, giving officers a platform from which to coordinate the two groups. Germany's light cruisers emphasized minelaying rather than the balanced fighting qualities this role demanded. The resulting force-structure gap weakened destroyer actions and attempts to send surface raiders into the Atlantic.
