Light cruisers are already positioned wherever new tasks arise across the widely scattered force. That availability is the purpose of owning 116 of them: geographic presence depends on numbers as well as the quality of an individual hull. Earlier in the campaign there were more battleships than light cruisers because the smaller type did not yet perform well enough to justify construction. Once the Chester class became viable, mass cruiser building supplied the distributed fleet required for global operations.

Why cruiser numbers sustain a global fleet
A fleet of 116 light cruisers shows how numbers make ships available across distant stations and how a viable cruiser type changes force structure.
