The Lend-Lease Act's deliberately broad authority

The Act granted broad authority over equipment, services, technical information, and repayment while retaining convoy, combat-zone, and retransfer limits.

Notes

The law defined defence articles broadly enough to include weapons, vessels, machinery, factories, tools, commodities, components, and technical information. It empowered the executive to manufacture, procure, transfer, repair, recondition, and communicate information for countries deemed vital to American defence. The president could approve a sale, exchange, lease, loan, or other disposal method. Its flexible language also let repayment take the form of money, property, services, information, or any indirect strategic benefit he considered satisfactory. Congress preserved specific neutrality limits. The Act did not itself authorize United States naval convoy escorts or entry into combat areas, and recipients needed presidential consent before transferring supplied articles.
