Why obsolete force names survived changing missions

The Navy retained inherited force labels even as their missions changed because renaming them invited awkward explanations to Congress.

Notes

Organizational terminology lagged behind operational reality. The fleet could employ a formation as an area-control and trade-protection force while continuing to call it the scouting force. Congressional accountability helps explain that inertia: changing the official name would require the Navy to explain the underlying reorganization and its consequences. Inherited labels could therefore conceal a major doctrinal change inside the institution.
