The Leander as a starting point for a cruiser programme

A middle-of-the-road Leander could theoretically provide a basis for developing larger Town-type cruisers or smaller scouts closer to Arethusa.

Notes

A middle-of-the-road design offers a sensible starting point for reviving a light-cruiser programme. The Leander could theoretically provide a base from which to develop ships for either end of the role spectrum. Enlarging the concept could lead toward a Town-class cruiser comparable to a first-class protected cruiser. Reducing it could produce a scout-cruiser type, with Arethusa offered as the closer comparison rather than Amphion.
