American participation becomes more attractive if the League is needed to constrain an active Imperial Russia. Russia and France would join early, and Washington might fear that staying outside would let them use collective-security language to legitimize expansion. The empire would still seek secure frontiers and warm-water access, with possible pressure on Sweden, Romania, Persia, Afghanistan, or former Ottoman lands. Japan and China are harder targets because their position in the League and their military strength raise the price of aggression. Russia's exhaustion may not prevent a new war if victory has made its leadership more confident than its resources justify.
